Moving GenerateItemsFromFile from tools/ to util/
This is needed to fix bug 3728 in a way that doesn't
require adding tools/ to the list of installed directories

copyfile function is a generic utility so moving to util.

Autologging vastly improved!

* can tag individual functions/methods for autologging
* can tag any type of class, not just "ordinary" ones
* can tag entire modules for autologging
* staticmethods and classmethods work correctly
* improvements to output
* rename: util.autologging -> util.autolog

With these improvements, autologging of CPIA blocks now works, so you can watch
the recursive calltrees for Block.render() and the like.

SplitterWindow better wx/cpia integration

It's now easy to move the sash of a SplitterWindow and get the position
properly saved at the CPIA/repo level. In particular, the position moved to
via toggle button of the all-day area gets saved on resizes and switches away
and back to the calendar view.

This commit also adds lots of debug clutter, will remove soon I promise

A non-unittest-breaking recommit of r6171 to add a bitmapped arrow to the
all-day size toggler. Fixes bug 2952, raises new issues for new bugs i'm
filing (i don't have the number yet because i need to file the bugs which need
to reference this commit -- forward reference problem!)

2) put in expand/collapse code again, except without the critical changes that
were triggering drawInfo/initialization timing bugs. That means,
expand/collapse doesn't work yet
